It is interesting to observe that often governments have no interest in conducting peace talks though they cannot be seen to be disinterested.
While governments claim that they are interested in talks when the opposing party lays down their arms, more than often - these same governments across the world have an even more dismal record of talking to peaceful protesters.
While armed protesters are actively on the radar, peaceful protesters are often hit by indifference.
